What are the steps necessary to make terrain collision work?  I have terrain  somewhat working with heightmaps and so forth but am not sure how you follow the terrain up and down while moving?  Anyone know of a tutorial that shows the conecpts for doing that?

Well, you could add a HeightMapCheck procedure in your terrain class which takes the cameras X and Z co-ordinates and then finds the height of the terrain at that given point, then adds this to the Y value of the camera + plus any additional height that you may have because you dont want to be skimming the terrains surface.
